As discussed in the call of August 26th, in the Kotlin SIG would like to (at least initially) avoid exposing global propagators, which are specially useful for auto instrumentation agents, but otherwise can be skipped.
Mostly creating this PR to be a very basic discussion point, as we had talked about the (potential) possibility of relaxing the Specification normative language if needed (hence going from a MUST to a SHOULD shouldn't be breaking).
