Feature: Add questions.yaml to all helm charts

When installing stackstate via rancher ui, it would be nice to be prompted for chart options with questions.yaml. Initial set of questions could follow the [generate values script](https://github.com/StackVista/helm-charts/blob/master/stable/stackstate/installation/generate_values.sh).
